Ordering the expulsion of Delegate Christopher Eric Bouchat by the House of Delegates of Maryland pursuant to Article III, § 19 of the Constitution of Maryland.

Authorizing the Maryland Aviation Administration, with the approval of the Governor and the Secretary of Transportation, to participate in the Transportation Security Administration's Screening Partnership Program.

Altering the annual salary of the Sheriff of Howard County and altering the annual salary of the State's Attorney of Howard County.

Repealing certain provisions related to a certain environmental surcharge, the electric universal service program, energy efficiency and conservation plans, the renewable energy portfolio standard, building energy efficiency standards, the Regional Greenhouse Gas Initiative, and the public service company franchise tax; prohibiting public service companies from including certain taxes, surcharges, riders, assessments, or certain other charges in a retail electric or gas bill; etc.

Establishing a Class AER (equity retail) beer, wine, and liquor license in Prince George's County; authorizing the Board of License Commissioners for Prince George's County to issue the license to an applicant that meets certain criteria for use only in certain areas, subject to certain requirements; limiting to 2 licenses per year and a total of 10 licenses under the Act the number of Class AER licenses that the Board may issue; and authorizing an annual license fee of $910.

Requiring the Department of Natural Resources, prior to undertaking the development of a railroad corridor property for recreational use, to establish through a title search that the State owns the property in fee simple.

Establishing the Anthony McCarthy Task Force to Study Dialysis Outcomes; requiring the Task Force to study methods, programs, and approaches that improve dialysis patient outcomes and make legislative recommendation regarding methods to improve patient outcomes while minimizing taxpayer burdens; and requiring the Task Force to report its findings to the General Assembly by May 31, 2027.

Establishing the last full week of September 2026 as Frontotemporal Degeneration (FTD) Awareness Week.

Requiring the State Department of Agriculture to establish a hemp manufacturing license and licensing procedure that authorizes a licensee to engage in certain activities subject to certain penalties; authorizing a person who holds a hemp manufacturing license to manufacture, possess, store, and transport in-process hemp extract subject to certain criteria; etc.

Requiring the Maryland Department of Health to establish by regulation standards relating to the discharge of patients from drug and alcohol treatment programs and certain referral services offered to patients by certain drug and alcohol treatment programs; and requiring the Department to submit a report on the status of the adoption and revision of regulations to implement the requirements of the Act and Chapter 580 of 2017, and a plan for the enforcement of the statutory and regulatory requirements under the Act and Chapter 580 of 2017.

Authorizing the State Highway Administration to place and use speed monitoring systems in Queen Anne's County on U.S. Route 301 at the intersections of or in between Maryland Route 405 and Maryland Route 19.

Requiring the Secretary of Human Services to establish and maintain a Guardianship Assistance Program to promote the placement and maintenance of children in permanent guardianship homes by providing guardianship assistance to guardians of minor children; and establishing the State Foster Youth Ombudsman in the Department of Human Services.

Constituting the Village Council of Drummond as the governing body of the special taxing district constituted as the Village of Drummond in Montgomery County; providing for the structure, membership, duties, and obligations of the Village Council; altering the eligible uses of funds derived from the Village's annual special tax levy; and providing for the Village's annual appropriations process.

Requiring the Department of the Environment, in coordination with the Department of Commerce, to adopt procedures on or before October 1, 2027, to streamline the permitting process for certain entities and certain environmental permits; requiring the Department to issue a determination on a certain application within 60 days after receipt of the application; etc.

Prohibiting a person from being stopped, detained, or arrested for certain civil offenses while the individual is in a judicial facility or is traveling within 1 mile of a judicial facility for the purpose of attending a meeting, a hearing, or another official proceeding in the Judicial facility except under certain circumstances; establishing that evidence obtained in violation of the Act is inadmissible in a proceeding over which a State court or State or local agency has jurisdiction; etc.

Authorizing a mutual insurance holding company that, directly or indirectly, owns 100% of the capital stock of a reorganized stock insurer to convert its mutual insurance holding company system to a mutual insurer on adoption and approval of a plan of conversion; and establishing certain requirements related to the plan of conversion and its submission to the Maryland Insurance Commissioner for approval.

Providing that reserve funds of a cooperative housing corporation or condominium may be used for purposes other than those specified in the funding plan in an emergency and if the use of funds is approved by an affirmative vote of the members or unit owners having at least two-thirds of the votes in the cooperative housing corporation or the council of unit owners, respectively.

Authorizing the local zoning authority in a county to designate a health innovation zone, a contiguous area that demonstrates measurable and documented health disparities and poor health outcomes; requiring a county, if the local zoning authority designates a health innovation zone, to establish, by law, certain incentives; requiring the Maryland Economic Development Corporation to provide funding to encourage certain entities to establish a business in a certain health innovation zone; etc.

Authorizing the Maryland Transportation Authority to use lane use control signal monitoring systems on a highway under the jurisdiction of the Maryland Transportation Authority to enforce the motor vehicle offenses of entering or traveling in a lane over which a red lane use control signal is shown; requiring the District Court to remit to the Authority any civil penalties collected by the court resulting from a citation issued using a lane use control signal monitoring system operated by the Authority; etc.

Requiring an owner or operator of a stationary energy storage system to pay for certain fire response training and equipment for certain local fire departments with certain fire suppression responsibilities; and requiring the State Fire Marshal to administer and enforce the Act.

Prohibiting the State or a unit of local government from approving the use of a building, a structure, or other real property for use as a detention facility by a private entity; establishing a certain penalty for a certain violation; and authorizing the Attorney General to bring a civil action to enforce the Act.

Requiring the Secretary of Public Safety and Correctional Services to adopt regulations establishing certain minimum mandatory standards governing the care, custody, and conditions of civil detainees in immigration detention facilities; altering certain duties of and prohibitions on the actions of the Maryland Commission on Correctional Standards relating to correctional facilities and immigration detention facilities; etc.

Repealing the prohibition on applicants for and holders of video lottery operation licenses and persons who own an interest in video lottery facility operations in the State from directly or indirectly making contributions to certain campaign finance entities; and requiring the State Lottery and Gaming Control Agency to study and report to the Governor and the General Assembly by January 1, 2027, on certain matters concerning certain independent evaluators for sports wagering content.

Altering a certain provision of law that prohibits a person from storing or leaving a certain firearm in a location if the person knew or should have known that an unsupervised minor is likely to gain access to the firearm; requiring an authorized individual to store a firearm in a certain secure storage depository at a certain time; prohibiting a certain individual from violating a certain firearm storage requirement; etc.

Repealing the requirement that a school bus be constructed with materials that enable it to meet all criteria of the school bus seat upholstery fire block test established by the National School Transportation specifications and procedures adopted by the most recent National Congress on School Transportation.

Authorizing certain fire, rescue, and ambulance organizations conducting certain gaming events in Frederick County to accept credit from a person as payment to play a gaming device at the gaming event.

Altering a certain income limitation used to establish eligibility for a property tax credit against the county and municipal corporation property tax imposed on the dwelling house of a certain disabled veteran or surviving spouse; and applying the Act to all taxable years beginning after June 30, 2026.

Establishing the Common Ownership Community Ombudsman Unit in the Division of Consumer Protection in the Office of the Attorney General to receive and respond to certain complaints; requiring common ownership communities to file certain governing documents with the Department of Housing and Community Development, which the Department must use to create a publicly accessable database; and establishing requirements for a local common ownership commission established by the local government of a county.

Repealing the requirement that a proposed new academic program be a graduate program in order for the Maryland Higher Education Commission or institutions of higher education in the State to file an objection to implementation of the proposed program; requiring the Program Review Process Advisory Council to study and make recommendations on extending the objection process for certain proposed academic programs with consideration of certain legal precedence regarding unnecessary program duplication; etc.

Increasing from 1 year to 3 years the statute of limitations for the prosecution or suit for enforcement of local consumer protection codes for which equitable relief, a fine, or a penalty is provided.

Repealing a certain income limitation and certain disability rating percentages used to establish eligibility for a certain property tax credit against the county or municipal corporation property tax imposed on the dwelling house of certain disabled veterans and their surviving spouses; authorizing the Mayor and City Council of Baltimore City or the governing body of a county or municipal corporation to provide for additional eligibility criteria for the tax credit; and applying the Act to all taxable years beginning June 30, 2026.

Authorizing a mutual insurance holding company to convert its mutual insurance holding company system to a mutual insurer on adoption and approval of a plan of conversion; and establishing certain requirements related to the plan of conversion and its submission to the Maryland Insurance Commissioner for approval.

Repealing the requirement that county governments are required to pay 50% of the amount of compensation to individuals erroneously convicted of a crime the individual did not commit.

Prohibiting certain provisions from being included in certain public school system contracts; specifying that certain provisions are void if included in a public school system contract; specifying the applicable law and interpretation of public school system contracts; and applying the Act prospectively.

Prohibiting a person from charging an annual interest rate above 6% per year on a certain obligation held by an active service member or jointly by an active service member and the active service member's spouse; requiring that the active service member or the active service member's spouse provide the creditor with certain notice and documentation not later than 180 days after termination or discharge from active duty; and authorizing a court to grant a creditor relief from application of the Act after a certain finding.

Repealing certain prohibitions on the location of a community solar energy generating system based on the combined installed capacity of all community solar energy generating systems on adjacent parcels of land.

Altering a limitation on claiming the income tax credit for eligible long-term care insurance premiums for more than 1 year with respect to the same insured individual; altering the amount of the credit from a one-time $500 credit to a maximum of $250 for a taxable year beginning after December 31, 2026; and applying the Act to taxable years beginning after December 31, 2026.

Renaming the Office of Small, Minority, and Women Business Affairs to be the Office of Small, Minority, Disability, and Women Business Affairs; renaming the Special Secretary of Small, Minority, and Women Business Affairs to be the Special Secretary of Small, Minority, Disability, and Women Business Affairs; expanding the duties of the Special Secretary to include matters concerning individuals with disabilities; altering the purpose of the Department of Social and Economic Mobility Special Fund; etc.

Requiring the Department of Natural Resources to establish Gwynns Falls State Park as a partnership park between the Department and Baltimore City; altering the authorized uses of a certain part of the Park System Capital Improvements and Acquisition Fund; prohibiting the Department from charging an entrance fee to the State Park; requiring the Governor to include in the budget bill for fiscal year 2028 $2,8880,354 for the establishment of the Park and an additional appropriation of $280,000 for the hiring of a certain consultant; etc.

Defining, for purposes of collective bargaining in community colleges, the term "supervisory employee" to mean an employee who is authorized to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline employees, direct employees for 50% of the employee's working hours, and address employee complaints; and excluding from the definition a department head or an employee in a comparable position or any faculty member below the level of assistant dean.

Authorizing the Board of License Commissioners for Baltimore City to issue Class B beer, wine, and liquor licenses for the odd side of the 1000 block of West Baltimore Street and the even side of the 800 block of North Charles Street in the 40th alcoholic beverages district, subject to certain limitations; and prohibiting certain license holders in a certain area of the 40th alcoholic beverages district from selling alcoholic beverages before 10 a.m. or after 10 p.m.

Establishing requirements for certain vision benefits, vision benefit plans, and vision benefit discount plans; requiring an insurer or a vision benefit manager to disclose certain information on its website and in certain communications and maintain certain methods of communication for use by participating eye care providers; establishing certain requirements and prohibitions for contracts between insurers or vision benefit managers and participating eye care providers; etc.

Establishing an unregulated space in hospital operating suites pilot project; requiring the Health Services Cost Review Commission to administer the pilot project; requiring the Commission to develop certain criteria and standards for the pilot project; requiring the Commission by December 1 annually to submit a certain report to certain committees of the General Assembly; and requiring certain ambulatory surgical centers and freestanding surgical centers to provide the Commission with certain information.

Requiring that books and records kept by or on behalf of certain homeowners associations be posted online; clarifying that a governing body of a homeowners association may secure a line of credit or loan to fund reserves; requiring that certain homeowners associations provide notice of a meeting by electronic transmission 14 days prior to the meeting; etc.

Requiring a deed presented for recording effecting a change in ownership of residential property to contain the name of the title insurer and the policy number if the purchaser or other party has obtained title insurance.

Establishing the Chesapeake Bay Enhancement Program to provide funding for certain oyster propagation and replenishment projects that mitigate the effects on the State's oyster population of certain transportation projects that maintain or expand the Helen Delich Bentley Port of Baltimore; and requiring the Governor, beginning in fiscal year 2028 and each fiscal year thereafter, to include in the annual budget bill an appropriation of $2,000,000 for the Program from the Transportation Trust Fund.

Authorizing, rather than requiring, a certain racing licensee to receive a grant for a capital construction plan from the Racetrack Facility Renewal Account without providing and expending a matching fund; requiring the racing licensee that receives the grant without providing and expending a matching fund to conduct live racing in the State for at least 10 years after the construction plan is complete; and requiring the State Racing Commission to recapture certain grant funds under certain circumstances and in a certain manner.

Requiring counties in which a volunteer fire company is located to offer no-cost preventive cancer screenings in accordance with certain guidelines to volunteer firefighters volunteering and retired volunteer firefighters who volunteered with the volunteer fire company; authorizing a county to satisfy the requirement by providing a certain annual examination or applying for a certain grant; requiring the volunteer fire companies to maintain a list of volunteer firefighters and retired volunteer firefighters; etc.

Requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide certain coverage for the full length of long-term antibiotic treatment of Lyme disease and related tick-borne illnesses under certain circumstances; and prohibiting certain insurers, nonprofit health service plans, and health maintenance organizations from placing a quantitative limit on or denying coverage for benefits required under the Act.

Requiring each county and municipal automated traffic enforcement program to submit to the Vision Zero coordinator a quarterly report containing certain information regarding each citation issued under the program during the quarter to a motor vehicle registered in another state.

Altering certain apprenticeship requirements relating to public works contracts to require certain contractors and subcontractors to employ a certain number of qualifying new apprentices or journeyworkers necessary to meet a certain applicable percentage for the project; altering which projects are subject to certain apprenticeship requirements; altering certain provisions of law that authorize contractors and subcontractors to make certain payments to a certain apprenticeship program in lieu of employing certain apprentices; etc.

Requiring, rather than authorizing, certain sports wagering licensees and sports wagering operators that advertise in the State to contract with certain independent evaluators to evaluate and rate the sports wagering licensee's sports wagering content, sports wagering experts, sports wagering influencers, and content partners; and making the Act contingent on the State Lottery and Gaming Control Commission issuing licenses to at least three independent evaluators.

Requiring the Maryland Department of Health to replace the State Medicaid Management Information System mainframe with a modular system.

Exempting the driver's seat of a school bus from the requirement that a school bus be constructed with certain materials that enable it to meet all the criteria of the school bus seat upholstery fire block test established by the National School Transportation specifications and procedures adopted by the most recent National Congress on School Transportation.

Repealing the limitation on the maximum amount of a credit against the State income tax that an individual may claim for certain expenses incurred for a donation of deer meat to certain organizations; and applying the Act to all taxable years beginning after December 31, 2025.

Prohibiting individuals convicted of certain crimes in relation to the attack on the United States Capitol on January 6, 2021, from serving on a board, committee, commission, task force, or workgroup created by state law, in the executive service of state government, or in a special appointment in state government; and requiring an appointing authority to take certain actions to remove or terminate the employment of an individual serving in a role in violation of the Act.

Authorizing a local jurisdiction to authorize any person aggrieved by a decision of a historic preservation commission to appeal the decision to the board of appeals of the local jurisdiction or the appropriate circuit court.
