Requiring the Department of Disabilities to establish affordable and accessible housing programs; authorizing the Department to establish one or more affiliated foundations to work with certain programs and units of the Department to solicit and accept funds, partner with individuals and entities, and promote certain activities that support certain projects; prohibiting an affiliated foundation from influencing determinations regarding eligibility for any program, benefit, or services administered by the Department; etc.

Revising provisions related to the disqualification of a program participant from the Maryland Children's Service Animal Program, the Maryland Disability Service Animal Program, or the Maryland Veterans Service Animal Program; providing that a nonprofit training entity may disqualify a Program participant if the training entity determines the participant's involvement presents a direct threat to others; etc.

Requiring a grant from the Individuals With Disabilities and Service-Disabled Veterans Boating Fund to provide opportunities to participate in certain water-dependent activities for eligible companions of individuals with disabilities or service-disabled veterans.

Requiring a county that submits an application to the Secretary of Transportation for funding for certain transportation services for elderly and disabled persons to identify interjurisdictional paratransit service routes between facilities within certain networks of providers in the application; requiring the Secretary to adopt procedures to ensure counties cooperate in establishing interjurisdictional paratransit service routes between facilities within certain networks of providers; etc.

Requiring the Department of Disabilities to establish affordable and accessible housing programs; authorizing the Department to establish one or more affiliated foundations to work with certain programs and units of the Department to solicit and accept funds, partner with individuals and entities, and promote certain activities that support certain projects; and requiring the Department by September 1 each year to report to the Governor, the Legislative Policy Committee and the Ethics Commission certain information related to the programs.

Requiring each local school system to identify, in its regular safety evaluation, issues of accessibility for individuals with disabilities; requiring local school systems to include in a certain confidential annual report instances in which a public school facility became inaccessible for a student with a disability in a manner that could impede evacuations or emergency response; and requiring a certain annual report to be confidential and limiting disclosure of the report to certain individuals.

Authorizing a party to the guardianship of the property of an alleged disabled person to request a stay of certain civil actions or proceedings on the filing of a petition for guardianship of the property of an alleged disabled person; requiring a certain party to the guardianship of the property of an alleged disabled person to provide certain notice to a court granting a stay and to parties to a civil action or proceeding; applying the Act prospectively; etc.

Establishing the Language Acquisition Tracking Program for Deaf and Hard of Hearing Children in the State Department of Education to ensure that eligible children develop language skills at the same rate and to the same extent as their peers; establishing a State Coordinator of Language Acquisition for Deaf and Hard of Hearing Children to coordinate the Program and create a parent and guardian resource to help parents and guardians of deaf or hard of hearing children track a child's language acquisition progress; etc.

Clarifying that the Maryland Statewide Independent Living Council is a tax-exempt body politic and corporate.

Establishing the Language Acquisition Tracking Program for Deaf and Hard of Hearing Children in the State Department of Education; establishing a State Coordinator of Language Acquisition for Deaf and Hard of Hearing Children within the Department to coordinate the Program and create a parent and guardian resource to help parents and guardians of deaf or hard of hearing children track a child's language acquisition progress; establishing the Language Acquisition for Deaf and Hard of Hearing Children Advisory Council; etc.

Requiring the Office of the Deaf and Hard of Hearing to include at least three positions to conduct the duties of the Office to provide specialized case management services to assist deaf, deafblind, and hard of hearing individuals; and requiring the Office to provide specialized case management services to deaf, deafblind, and hard of hearing individuals.

Requiring the Deputy Secretary for Developmental Disabilities to provide notice to the public before making changes to the Self-Directed Services Manual; requiring the Deputy Secretary to receive and consider comments on the proposed changes from the public for at least 90 days after the date on which the notice is provided; and prohibiting the Deputy Secretary from adopting the proposed changes until the public comment period has ended.

Establishing the Maryland Chapter of the National Public Safety Alliance for Individuals with Disabilities in the Department of State Police; requiring the Department, in conjunction with the Department of Disabilities, to establish guidelines for the use of a certain interface and protocols and policy; establishing the National Public Safety Alliance for Individuals with Disabilities Commission; requiring the Commission to study and make recommendations regarding the establishment of a secure interface; etc.

Requiring the Office of the Comptroller, with assistance from the Department of Human Services, to conduct a feasibility study for establishing and operating the Supporting Our Caregiver Infrastructure Program; and requiring the Comptroller, on or before July 1, 2027, to submit a final report of its findings, conclusions, and recommendations to certain committees.

Exempting transportation network companies under contract with the Maryland Transit Administration that facilitate transit service to persons with disabilities through transportation network operators from certain requirements relating to a criminal history records check and a required course for employees; etc.

Requiring the Office of the Comptroller, with assistance from the Department of Human Services, to conduct a feasibility study for establishing and operating the Supporting Our Caregiver Infrastructure Program; and requiring the Office to submit a final report of its findings, conclusions, and recommendations to certain committees of the General Assembly by July 1, 2027.

Requiring the Maryland Department of Health to develop and maintain a caregiver resource webpage with information and resources to support certain caregivers in the State.
