Requiring certain persons that receive certain State economic development assistance to make a certification each year that the person was not the subject of a certain final adverse determination and is not currently failing to comply with certain outstanding requirements under a prior final judgment or order; requiring a certain unit of State government to initiate a pause on disbursements or approvals of certain economic development assistance or the award or renewal of certain State contracts; etc.

Authorizing the governing body of a political subdivision to designate certain noncontiguous blighted areas as development districts.

Establishing the Transformational Project Financing Program in the Maryland Economic Development Corporation to designate certain development districts as State-supported development districts; authorizing a governing body of a political subdivision to apply to the Corporation for approval as a State-supported development district; requiring the Corporation to publish at least annually a summary of approved State-supported development districts; providing for the eligibility for and calculation of certain State revenue; etc.

Modifying certain reporting requirements, boards, and commissions for practicability and efficiency; repealing certain reporting requirements that are unnecessary, obsolete, or duplicative; repealing as obsolete the Renewable Fuels Incentive Board, Criminal Justice Information Advisory Board, Two-Generation Family Economic Security Commission, and Commission on Trauma-Informed Care; repealing as unnecessary the Partnership for Workforce Quality Advisory Board; etc.

Requiring research facilities that are located in the State and required to submit an Animal and Plant Health Inspection Service Form 7023 to pay contributions for the Human-Relevant Research Fund to the Department of Agriculture, rather than the Maryland Department of Health; and establishing that a research facility that fails to pay the contribution required by the Act may be subject to a civil penalty of not more than $1,000 per day.

Establishing the Workforce Opportunities Grant Program to provide grants to certain organizations to support the planning and execution of workforce events and job fairs in the State; establishing the Workforce Opportunities Grant Fund as a special, nonlapsing fund to support the Program; requiring that interest earnings be credited to the Fund; and requiring, for each of fiscal years 2028 through 2030, the Governor to include in the annual budget an appropriation of at least $500,000 to the Program.

Authorizing the Maryland Stadium Authority to review certain matters and make certain recommendations relating to the Charles County Sports and Wellness Center; authorizing the Authority to acquire and finance by certain means a Charles County Sports and Wellness Center site or an interest in the site; requiring the Authority to secure a written agreement to transfer ownership of the Charles County Sports and Wellness Center to Charles County as approved by the Board of Public Works; etc.

Establishing the Maryland Chamber of Commerce Grant Program in the Department of Social and Economic Mobility to provide grants for membership subsidies for underrepresented individuals and inter-chamber events; specifying certain application requirements for the Program; requiring Program applicants to meet certain eligibility requirements; and requiring the Governor to include in the annual budget bill an appropriation of $100,000 for the Program.

Authorizing the Maryland Stadium Authority to review certain matters and make certain recommendations relating to the Carroll Park Soccer Stadium and Facility; authorizing the Authority to acquire by certain means a Carroll Park Soccer Stadium and Facility site or an interest in the site; requiring the Authority to transfer certain lease payments to the Carroll Park Soccer Stadium and Facility Fund under certain circumstances; etc.

Prohibiting a person from not making a certain disclosure on the price of a consumer good; requiring the Department of Commerce to develop and maintain a searchable online database to connect businesses in the State with local sources for supplies and inventory; and requiring the Department to report on or before December 31 each year on the use and effectiveness of the database.

Establishing the Maryland Growth Initiative in the Maryland Technology Development Corporation to support the growth of start-up companies; requiring the Initiative to create a certain list of companies in the State that are between certain growth phases according to a certain priority; establishing the Maryland Growth Initiative Fund to be administered by the Corporation as a special, nonlapsing fund; requiring the Governor to include in the annual budget an appropriation of $5,000,000 for the Initiative; etc.

Authorizing the Maryland Economic Development Corporation to participate on the project management team for a major information technology development project by working with certain entities on certain tasks; requiring, by July 1, 2026, the Corporation and the Secretary of Information Technology to identify a certain project for which the Corporation will serve as the primary project manager and report the project details to the General Assembly; requiring the Corporation to evaluate the use of alternative financing; etc.

Altering certain requirements related to the development of a certain project at State Center; and establishing a State Center Advisory Group.

Establishing the Neighborhood Development and Social Connection Program within the West North Avenue Development Authority to provide technical support and grants to certain organizations to implement programs that foster social connections and activities in the West North Avenue Corridor; requiring the Authority to set aside not more than $500,000 for grant activities; authorizing the Authority to award grants to implement the Program; requiring the Authority to report annually on its activities; etc.

Requiring the Power Plant Research Program to make certain recommendations to the Governor's Energy Subcabinet on or before a certain date; requiring the Subcabinet to make a certain assessment and recommendations to the Maryland Stadium Authority; requiring the Subcabinet to report certain information on or before a certain date; and requiring the Authority to conduct certain feasibility studies and to submit certain information on or before a certain date.

Prohibiting certain individuals from entering into a nondisclosure agreement with a person involved in an economic development activity, including establishing or operating a data center; including public service companies as an instrumentality of the State for the purpose of the Public Information Act; etc.

Establishing the Maryland Workforce Launch Pilot Program in the Department of Commerce to provide customized, no-cost workforce training as a business attraction tool, to recruit strategic industries and qualified business entities to the State; requiring the Department to partner with not more than two community colleges in the State to deliver training services; etc.

Expanding the purpose of the Maryland Aerospace and Technology Commission by promoting innovation in space science, space technology, and aeronautics; altering the membership, duties, and staff responsibilities of the Commission; requiring the Commission to appoint an Executive Director; authorizing the Commission to provide grants to certain entities for certain purposes; requiring the Governor to include $30,000,000 for the Commission in the annual budget bill for fiscal year 2028 and annually thereafter; etc.

Establishing the Maryland Chamber of Commerce Grant Program in the Department of Social and Economic Mobility to provide grants for membership subsidies for underrepresented individuals and inter-chamber events; specifying certain application requirements for the Program; and requiring Program applicants to meet certain eligibility requirements.

Establishing the Waldorf Urban Redevelopment Corridor Authority in Charles County; requiring the Authority to support and develop a certain neighborhood revitalization plan in coordination with certain residents; authorizing the Authority to modify certain boundaries, subject to a certain vote; requiring the Authority to take certain actions regarding the finances of the Authority; exempting the Authority from certain taxation or assessments under certain circumstances; etc.

Altering the definition of "Prince George's County Blue Line Corridor facility" to include a market hall, a sports facility, a mixed-use development, a technology innovation center, and facilities related to commercial development and revitalization.

Altering the definition of "extraordinary development district" for the purpose of provisions of law governing tax increment financing to include a certain immersive entertainment venue; expanding the purposes for which bond proceeds may be used by Prince George's County or the revenue authority of Prince George's County to include the acquisition, construction, or rehabilitation of an immersive entertainment venue in an extraordinary development district; etc.

Allowing a credit against the State income tax for 33% of an investment made in qualified Maryland companies, not to exceed $250,000 except in certain counties; requiring the Department of Commerce to maintain an online portal providing information about the credit and managing applications for the credit; providing that a qualified investor shall make an investment in a qualified Maryland company within 30 calendar days after the Department issues an initial tax credit certificate; etc.

Altering eligibility for and the manner for claiming a certain credit against the State income tax that certain persons may claim for certain construction and rehabilitation costs for certain catalytic revitalization projects in the State; altering certain limitations on the Secretary of Housing and Community Development to accept certain applications and award certain tax credit certificates; etc.

Establishing the Neighborhood Development and Social Connection Program within the West North Avenue Development Authority to provide technical support and grants to certain organizations to implement programs that foster social connections and activities in the West North Avenue Corridor; requiring the Authority to set aside not more than $500,000 for grant activities; authorizing the Authority to award grants to implement the Program; requiring the Authority to report annually on its activities; etc.

Authorizing grants to controlled-environment or hydroponic farmers under the Urban Agriculture Water and Power Infrastructure Grant Fund; requiring the Department of Agriculture to establish a certain one-stop portal as a centralized source of certain information about the permitting and licensing of controlled-environment or hydroponic agriculture in the State; establishing the Maryland Controlled-Environment and Hydroponic Agriculture Program Fund to provide grants; etc.

Establishing the Maryland-Africa and the Caribbean Investment and Development Program in the Department of Commerce to study and promote certain trade relations; establishing an Advisory Board to conduct certain studies and make recommendations to the Department; authorizing the Department to issue certain funds to certain businesses for certain purposes; etc.

Requiring the Maryland Department of Planning, in consultation with certain agencies and stakeholders, to study the feasibility and economic impacts of the retrocession of the District of Columbia to the State of Maryland, excluding the federal enclave of the National Capital Service Area; and requiring the Department to submit a report of its findings and recommendations to certain committees of the General Assembly by December 1, 2026.

Establishing the Suitland Development Authority in Prince George's County; requiring the Authority to support and develop a neighborhood revitalization plan in coordination with certain residents; authorizing the Authority to modify certain boundaries, subject to a certain vote; requiring the Authority to take certain actions regarding the finances of the Authority; and requiring the Authority, by December 15, 2027, to report its neighborhood revitalization strategy to the Governor and certain legislative committees.

Establishing the Maryland's Future Board under the Department of Commerce to develop, evaluate, and revise a visionary plan for the future of Maryland by a certain date and make recommendations for projects based on the plan to the Governor and the General Assembly; establishing the Maryland's Future Fund as a special, nonlapsing fund; and requiring interest earnings of the Fund to be credited to the Fund.

Authorizing the Maryland Economic Development Corporation to issue bonds for the development of a Maryland enhanced TIF district subject to the approval of the Board of Public Works; and authorizing the Board to authorize the State to pledge certain revenues for Maryland enhanced TIF districts, subject to a recommendation by the Corporation.

Authorizing the Maryland Economic Development Corporation to participate on the project management team for a major information technology development project by working with certain entities on certain tasks; requiring, by July 1, 2026, the Corporation and the Secretary of Information Technology to identify a certain project for which the Corporation will serve as the primary project manager and report the project details to the General Assembly; requiring the Corporation to evaluate the use of alternative financing; etc.

Altering the entities to which the State Racing Commission may issue a license and award racing days for racing at mile tracks; altering certain requirements for the thoroughbred racetrack operator of and certain long-term agreements related to the Pimlico racing facility site; providing that the Maryland Stadium Authority is the successor of the Maryland Thoroughbred Racetrack Operating Authority for the operation of a certain racing and community development project; etc.

Establishing the Maryland Growth Initiative in the Maryland Technology Development Corporation to support the growth of start-up companies; requiring the Initiative to create a certain list of companies in the State that are between certain growth phases according to a certain priority; establishing the Maryland Growth Initiative Fund to be administered by the Corporation as a special, nonlapsing fund; requiring the Governor to include in the annual budget an appropriation of $5,000,000 for the Initiative; etc.

Altering certain requirements related to the development of a certain project at State Center; establishing a State Center Advisory Group to provide community input on the development of State Center, leverage benefits from the development for neighborhoods and residents in the surrounding area, and facilitate transparency and information-sharing; requiring the Advisory Group to adopt a conflict of interest policy; etc.
