Requiring a grant from the Individuals With Disabilities and Service-Disabled Veterans Boating Fund to provide opportunities to participate in certain water-dependent activities for eligible companions of individuals with disabilities or service-disabled veterans; and defining "eligible companion" as an accompanying family member or direct support professional of an individual with disabilities or of a service-disabled veteran participating in sailing, boating, kayaking, canoeing, paddleboarding, or surfing activities.

Establishing a coordinated, interagency partnership among the Department of Human Services, the Department of Public Safety and Correctional Services, and the Maryland Department of Health to create a voluntary prerelease benefits and identification application process for covered benefits for individuals being released from State correctional facilities; requiring by April 1, 2027, the Departments to enter into a memorandum of understanding to establish a secure data sharing process for certain purposes; etc.

Affirming Maryland's commitment to the physical, mental, and emotional well-being of children in guardianship homes and any child under the care of the Social Services Administration in the Department of Human Services; and imploring the Social Services Administration to strictly comply with State law and regulations to protect children in guardianship homes from abuse and neglect, ensure facilities are properly certified, and implement certain audit recommendations to ensure the health and safety of children in guardianship homes.

Modifying certain reporting requirements, boards, and commissions for practicability and efficiency; repealing certain reporting requirements that are unnecessary, obsolete, or duplicative; repealing as obsolete the Renewable Fuels Incentive Board, Criminal Justice Information Advisory Board, Two-Generation Family Economic Security Commission, and Commission on Trauma-Informed Care; repealing as unnecessary the Partnership for Workforce Quality Advisory Board; etc.

Establishing the Foster Care Transition Grant Program in the Department of Human Services to provide for the economic security of individuals aging out of the out-of-home placement program; providing that, beginning in fiscal year 2028, an individual can become eligible for a foster care transition grant of $1,000 for 1 year under certain circumstances; providing that payments made under the Program may not be considered income or resources for purposes of determining eligibility for certain benefits; etc.

Reducing the age at which certain eligible energy customers qualify for a certain redetermination process for enrollment in energy assistance programs from 65 to 60.

Renaming the Children's Cabinet Fund to be the Children's Cabinet Interagency Fund; requiring the Governor, for fiscal years 2028 through 2030, to include an appropriation in the annual budget bill to the Fund of an amount at least equal to the appropriation to the Fund in fiscal year 2027; and requiring, in fiscal year 2031, the Governor to provide an appropriation to the Fund of $500,000 above the appropriation for fiscal year 2030, to be used for grants to the local management boards.

Establishing the Maryland Financial Empowerment Center Network Pilot Program within the Office of the Comptroller to establish a statewide network of financial empowerment centers in different regions of the State; requiring each center to provide one-on-one financial counseling and coaching services free of charge; and requiring the Governor to include in the annual budget bill for fiscal years 2028 and 2029 an appropriation to the Comptroller sufficient to cover the costs of the Pilot Program.

Requiring the Department of Human Services to study the potential number of households excluded from automatic standard utility allowance eligibility for the Heat and Eat Program within the Supplemental Nutrition Assistance Program due to enactment of the federal One Big Beautiful Bill Act of 2025; and requiring the Department to submit a report of its findings and recommendations, by December 1, 2026, to the Senate Budget and Taxation Committee and the House Appropriations Committee.

Establishing the Maryland Financial Empowerment Center Network Pilot Program within the Office of the Comptroller to establish a statewide network of financial empowerment centers in different regions of the State; requiring each center to provide one-on-one financial counseling and coaching services free of charge; and requiring the Governor to include in the annual budget bill for fiscal years 2028 and 2029 an appropriation to the Comptroller sufficient to cover the costs of the Pilot Program.

Establishing the Aging Resilience Fund to be used to carry out the mission of the Department of Aging including personnel, partnership development, and any programs, services, or activities within the Department; requiring interest earnings of the Fund to be credited to the Fund; and requiring the Secretary to annually report by January 1 to certain committees of the General Assembly on the total amount in the Fund, the total number of deposits, including amounts and sources, and the amounts and purposes of the expenditures from the Fund.

Requiring the Department of Aging, in consultation with the Department of Disabilities, the Department of Health, the Department of Housing and Community Development, and the Department of Human Services, to conduct a study on the calculation of income for certain housing assistance programs and medical assistance programs and report the results by December 1, 2026, to the Senate Finance Committee and the House Health Committee.

Renaming the Children's Cabinet Fund to be the Children's Cabinet Interagency Fund; requiring the Governor, for fiscal years 2028 through 2030, to include an appropriation in the annual budget bill at least equal to the appropriation in fiscal year 2027 to the Children's Cabinet Interagency Fund to be used for grants to the local management boards; and requiring for fiscal year 2031, the Governor to include in the annual budget bill an appropriation $500,000 above the appropriation for fiscal year 2030.

Requiring the Maryland Department of Health to establish an employment training and opportunity database for the purpose of assisting individuals in the State in finding employment training and other opportunities that may enable the individuals to become eligible and maintain eligibility for the Maryland Medical Assistance Program and the Supplemental Nutrition Assistance Program; requiring the Maryland Department of Health to assist individuals in enrolling in programs listed in the database; etc.

Transferring the administration of the electric universal service program from the Public Service Commission to the Office of Home Energy Programs in the Department of Human Services; and altering the authorized uses of the Strategic Energy Investment Fund to include fuel assistance programs.

Establishing the State Supplemental Nutrition Assistance Program for Refugees and Asylees; providing the purpose of the Program is to expand food access to certain households; requiring the Department of Human Services to administer the Program; establishing that certain individuals under the Program receive a certain supplemental benefit; and requiring the Department of Human Services to adopt certain regulations.

Prohibiting the Department of Human Services from denying an application or reducing or terminating temporary cash assistance from an individual if the individual has good cause or an adequate reason for noncooperation with child support; defining "good cause" as circumstances in which cooperation with child support may be against the best interest of the child; requiring the Family Investment Program to determine that there is good cause for noncooperation with child support using certain criteria; etc.
