Requiring the Department of Disabilities to establish affordable and accessible housing programs; authorizing the Department to establish one or more affiliated foundations to work with certain programs and units of the Department to solicit and accept funds, partner with individuals and entities, and promote certain activities that support certain projects; prohibiting an affiliated foundation from influencing determinations regarding eligibility for any program, benefit, or services administered by the Department; etc.

Establishing that certain records of elected officials are not personnel records for the purposes of inspection under the Public Information Act; and establishing that certain records of the State Ethics Commission and Joint Committee on Legislative Ethics are available for public inspection under certain circumstances.

Altering an exemption that allows an official of the Legislative Branch to accept a gift of food or beverages as part of a meal or reception to which a legislative unit is invited to instead allow an official of the Legislative Branch to accept a gift of food or beverages at a meal or reception to which all members of the General Assembly are invited and that was open to the public; altering the written invitation and registration report requirements a regulated lobbyist must meet under certain circumstances; etc.

Altering the contents of a certain financial disclosure statement to include a schedule of certain interests in a virtual currency held by certain officials and candidates for office; and adding domestic partners and registered domestic partners to provisions of law regarding spouses under the Maryland Public Ethics Law.

Exempting a member of the General Assembly, a filed candidate for election to the General Assembly, or a member-elect of the General Assembly from the prohibition against receiving earned income from an executive unit or political subdivision of the State under certain circumstances.

Altering the dates by which a regulated lobbyist must file a certain report to the State Ethics Commission; and altering the contents of the report to include a list of each matter on which the regulated lobbyist performed lobbying activity, a description of the lobbyist's position on each matter, and each bill number or a description of each legislative action on which the lobbyist performed lobbying activity.
