Authorizing the suspension or revocation of a shellfish aquaculture harvester permit or shellfish aquaculture harvester registration card for certain violations; prohibiting a person whose permit or registration card has been suspended or revoked in accordance with the Act from engaging or working in any aquaculture activity during the suspension or revocation; authorizing a certain leaseholder and the Department of Natural Resources to complete a certain process to remove gear or transfer a shellfish aquaculture lease; etc.

Establishing the Chesapeake Bay Enhancement Program in the Department of Natural Resources to provide funding for certain oyster propagation and replenishment projects that mitigate the effects of certain transportation projects on the State's oyster population; establishing the Maryland Seafood Industry Financial Assistance Fund to provide financial assistance to certain commercial watermen and small businesses; prohibiting the Department of Natural Resources from making certain approvals for tidal fish licenses; etc.
Altering the Invasive Blue Catfish Pilot Program to include the Blue Catfish Gill Net Program and any other program the Department of Natural Resources considers effective in curbing the spread of the blue catfish in the Chesapeake Bay and its tributaries; and requiring the Department to report by December 1 each year beginning in 2026, to certain committees of the General Assembly on the activities of the Pilot Program during the immediately preceding year, including findings and recommendations related to the Program.
Altering certain requirements and authorizations for the issuance of certain complimentary fishing and hunting licenses; and requiring the Department of Natural Resources to compile certain statistics relating to complimentary hunting licenses after the close of the hunting season each year.

Requiring the Department of Natural Resources to require, through a certain phasing-out process, the use of nonlead ammunition for the hunting of all game species on or before July 1, 2030; and requiring the Department to authorize the use of lead ammunition for muzzleloaders, handguns, rifles, and shotguns if nonlead ammunition is not commercially available for the specific firearm; and establishing a civil penalty for a first violation of the Act of a fine of $750.

Adding Baltimore City, except legislative district 43A, to the list of jurisdictions in which the safety zone for archery hunters extends 50 yards from a dwelling house, residence, church, or any other building or camp occupied by human beings.
Establishing the rotational harvest pilot program for oysters to be implemented by the Department of Natural Resources; requiring the Department to open certain areas of the Chesapeake Bay to the rotational harvest of oysters in certain manners; requiring the Department, before opening an area to oyster harvesting under the pilot program, to survey and investigate the area to collect certain baseline data and, after closing the area, to continue to monitor the area to collect certain additional data; etc.

Requiring the Secretary of Agriculture and the Secretary of Natural Resources jointly to convene a workgroup to examine challenges and opportunities in the State related to seafood marketing; and on or before December 1, 2026, requiring the Secretary of Agriculture and the Secretary of Natural Resources jointly to report the findings of the workgroup and any recommendations of the workgroup, including recommendations for legislation, to the Governor and certain committees of the General Assembly.
Requiring the Department of Natural Resources to suspend for certain periods of time the commercial or recreational fishing privileges of certain persons charged with fishing without a license under certain circumstances; authorizing a person whose fishing privileges are suspended under the Act to apply for a new fishing license during the term of suspension; and applying certain provisions of the Act retroactively.

Prohibiting certain persons who are licensed to catch crabs from selling cooked hard or soft crabs or crab meat harvested by the license holder; prohibiting seafood dealers and mobile seafood vendors from purchasing cooked hard or soft crabs or crab meat from certain persons who are licensed to catch crabs; requiring a mobile seafood vendor to obtain a seafood dealer license; and requiring seafood dealers and mobile seafood vendors to comply with applicable Maryland Department of Health requirements.
Requiring the Department of Natural Resources to develop a mobile application for individuals possessing an angler's license or Chesapeake Bay and coastal sport fishing license or registration to submit certain reports.
Establishing the Chesapeake Bay Enhancement Program to provide funding for certain oyster propagation and replenishment projects that mitigate the effects on the State's oyster population of certain transportation projects that maintain or expand the Helen Delich Bentley Port of Baltimore; and requiring the Governor, beginning in fiscal year 2028 and each fiscal year thereafter, to include in the annual budget bill an appropriation of $2,000,000 for the Program from the Transportation Trust Fund.
