Prohibiting the Motor Vehicle Administration from requiring a parent or legal guardian of a minor at least 15 years of age to cosign or be present at the time of submission of the minor's application for an identification card; and requiring the Administration to adopt regulations establishing acceptable forms of documentation establishing proof of residency that a minor at least 15 years of age may use in an application for an identification card.

Requiring the Maryland Port Administration to provide written notice to the Anne Arundel County Delegation to the General Assembly at least 2 weeks prior to the announcement of a public hearing on the acquisition of land or improvements on land in Anne Arundel County; etc.

Requiring a county that submits an application to the Secretary of Transportation for funding for certain transportation services for elderly and disabled persons to identify interjurisdictional paratransit service routes between facilities within certain networks of providers in the application; requiring the Secretary to adopt procedures to ensure counties cooperate in establishing interjurisdictional paratransit service routes between facilities within certain networks of providers; etc.

Requiring the Governor to withhold 35% of the annual appropriation for grants to the Washington Suburban Transit District under certain circumstances; altering the calculation of the amount that the Governor is required to include in the annual budget each year to provide grants to the Washington Suburban Transit District to pay the capital costs of the Washington Metropolitan Area Transit Authority; making the Act contingent on enactment of certain legislation by the Commonwealth of Virginia and the District of Columbia; etc.

Requiring the Maryland Aviation Administration to develop certain passenger forms for aircraft traveling with detained individuals; requiring certain flight crews to distribute and collect certain forms; requiring certain aeronautical service providers to confirm that the forms are on board an aircraft before servicing the aircraft; prohibiting the refueling of an aircraft if an individual on board is in any kind of restraint; requiring that certain individuals who are removed from an aircraft be provided certain services; etc.

Providing for the automatic designation of certain transit-oriented developments as enterprise zones; requiring the Maryland Development Corporation to prioritize certain redevelopment projects when making loans under the Strategic Infrastructure Revolving Loan Program; altering the authority of local legislative bodies to regulate land use planning on land located near certain transit stations; delaying the collection of certain development excise taxes and development impact fees for certain residential real estate projects; etc.

Requiring the Maryland Transit Administration to provide real-time audible and text-based announcements that announce all stops and other critical information on all fixed-route transit services.

Requiring an applicant for certain for-hire driver's licenses and transportation network operator's licenses to submit to the Public Service Commission documentation verifying that the applicant completed a certain human trafficking awareness training program; and prohibiting licensed taxicab drivers, for-hire drivers, or transportation network operators from being held civilly or criminally liable for reporting or responding to in good faith a suspected incident of human trafficking.

Requiring the Maryland Transit Administration to complete construction of the Administration's fifth bus division facility on or before June 30, 2032; etc.

Requiring the Maryland Transportation Authority to submit a certain report on E-ZPass discount plans and unused commuter trips that contains certain data; requiring the Authority to provide recommendations for lowering the amount of unused commuter trips; requiring the Authority, under certain circumstances, to submit a certain corrective action plan or eliminate certain forfeitures; etc.

Establishing the Baltimore region, capital region, and Southern Maryland region transportation authorities to develop and implement certain transportation plans; establishing the Baltimore region, capital region, and Southern Maryland region transportation funds as special, nonlapsing funds; imposing certain transportation authority sales tax surcharges, hotel surcharges, and transfer tax surcharges; etc.

Altering certain provisions of law relating to funding and grants to transition to zero-emission vehicle school buses to include propane-powered school buses; and authorizing a county board of education, beginning in fiscal year 2030, to enter into a new contract for the purchase of school buses that are propane-powered.

Establishing the Board of Directors for Baltimore Core Transit Service in the Maryland Transit Administration as a governing body with certain authority over the provision of Baltimore Core Transit Service; establishing the Commuter Services Advisory Board to provide certain oversight over and guidance for certain Administration commuter rail and bus services in the State; repealing the Baltimore Regional Transit Commission as an advisory commission for transit in the Baltimore City region; etc.

Exempting transportation network companies under contract with the Maryland Transit Administration that facilitate transit service to persons with disabilities through transportation network operators from certain requirements relating to a criminal history records check and a required course for employees; etc.

Establishing the Board of Directors for Baltimore Core Transit Service in the Maryland Transit Administration as a governing body with certain authority over the provision of Baltimore Core Transit Service; establishing the Commuter Services Advisory Board to provide certain oversight over and guidance for certain Administration commuter rail and bus services in the State; repealing the Baltimore Regional Transit Commission as an advisory commission for transit in the Baltimore City region; etc.

Exempting transportation network companies under contract with the Maryland Transit Administration that facilitate transit service to persons with disabilities through transportation network operators from certain requirements relating to a criminal history records check and a required course for employees; etc.

Requiring the Maryland Transit Administration to study the locally operated transit systems throughout the State; requiring the study to include certain information regarding cost shares, ridership, and historical cost increases; requiring the Administration to identify best practices for funding and governance; and requiring the Administration to submit a report of its findings and recommendations to the Governor and certain committees of the General Assembly by December 1, 2026.

Requiring a unit of State government to set an expected degree of minority business participation specifically for certain provisions related to the procurement of electric vehicle charging equipment and installation in certain contracts under certain circumstances; requiring that recipients of $100,000 or more of State funding for the purchase and installation of electrical vehicle charging equipment comply with the State's minority business participation program; etc.

Establishing the Task Force to Study Pedestrian and Bicyclist Injuries and Fatalities to study and make recommendations on pedestrian and bicyclist injuries and fatalities, actions pedestrians and bicyclists can take to reduce their own negligence, and priorities and needs for making roadways safe for pedestrians and bicyclists; and requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly on or before October 1, 2027.

Repealing certain provisions authorizing a county or municipal corporation to impose certain assessments on transportation network services; prohibiting a county or municipal corporation from imposing an assessment, a tax, a fee, or a charge on transportation network services; repealing the Transportation Network Assessment Fund; prohibiting the Maryland Aviation Administration from fixing any charges, rentals, or fees on the privilege of providing transportation network services at an airport or a facility; etc.
