Repealing certain provisions of law authorizing a peer-to-peer car sharing program's motor vehicle liability insurance policy on a replacement vehicle to be secondary coverage for a shared vehicle driver; altering and establishing certain motor vehicle liability insurance requirements applicable to peer-to-peer car sharing programs; providing that the Maryland Automobile Insurance Fund is not required to provide coverage to a shared vehicle driver for the use of a shared vehicle that is not a replacement vehicle; etc.
Altering the purpose of the Maryland Automobile Insurance Fund to specify that the financial security provided by the Fund be provided at rates that are affordable; and authorizing the Executive Director of the Fund to establish an affordability program that may otherwise be considered to be inconsistent with certain provisions of insurance law.

Authorizing a mutual insurance holding company to convert its mutual insurance holding company system to a mutual insurer on adoption and approval of a plan of conversion; and establishing certain requirements related to the plan of conversion and its submission to the Maryland Insurance Commissioner for approval.
Authorizing a mutual insurance holding company that, directly or indirectly, owns 100% of the capital stock of a reorganized stock insurer to convert its mutual insurance holding company system to a mutual insurer on adoption and approval of a plan of conversion; and establishing certain requirements related to the plan of conversion and its submission to the Maryland Insurance Commissioner for approval.
