Altering the powers of the Center for Firearm Violence Prevention and Intervention to include the creation of certain resources, tools, and educational materials related to firearms; and authorizing the Center to consult with State and local agencies and third-party organizations in carrying out those powers.

Exempting a sale, rental, or transfer of a regulated firearm from the seven-day waiting period requirement if the purchaser, renter, or receiver of the firearm is a law enforcement officer, a retired law enforcement officer who retired in good standing, or an individual with a permit to wear, carry, or transport a handgun.

Repealing a requirement that a certain police employee or deputy State fire marshal is entitled to a certain pay rate on promotion to a higher rank if a certain other police employee or deputy State fire marshal in the same rank is at a lower pay rate.

Expanding the institutions to include trade, or career schools recognized by the Maryland Higher Education Commission or the Maryland Apprenticeship and Training Council and the types of expenses in connection with which tuition assistance may be provided for certain eligible Maryland National Guard service members.

Requiring all local law enforcement vehicles to carry an automated external defibrillator (AED); and requiring a local law enforcement agency to maintain the functionality of an AED carried by a local law enforcement vehicle.

Altering provisions related to the rates the Department of State Police sets for towing companies involved in police-initiated towing of motor vehicles to include the towing and recovery of light-duty vehicles; defining "light-duty towing" as towing and recovery of a vehicle including trailers or semitrailers with a gross vehicle weight rating of 10,000 pounds or less; and altering the duties of the Committee on Rate Setting and Complaint Resolution for Police-Initiated Towing and Recovery.

Requiring the Maryland Aviation Administration to develop certain passenger forms for aircraft traveling with detained individuals; requiring certain flight crews to distribute and collect certain forms; requiring certain aeronautical service providers to confirm that the forms are on board an aircraft before servicing the aircraft; prohibiting the refueling of an aircraft if an individual on board is in any kind of restraint; requiring that certain individuals who are removed from an aircraft be provided certain services; etc.

Requiring the Maryland Police Training and Standards Commission to require entrance-level and in-service police training to include certain training regarding individuals with dementia and autism.

Prohibiting an employer from taking certain discriminatory employment actions against a fire and rescue public safety employee based on the employee's use of medical cannabis, subject to certain conditions; and requiring an employer to report an incident of a fire and rescue public safety employee reporting for work while impaired by cannabis to the State Emergency Medical Services Board.

Prohibiting a police officer from intentionally violating the requirement that a police officer intervene to prevent or terminate the use of certain force by another police officer; prohibiting a police officer from intentionally violating the requirement to render certain first aid to a person injured as a result of police action and request certain assistance at a certain time; and classifying a violation of the Act by an officer as a misdemeanor and providing, on conviction, a term of imprisonment of up to 5 years.

Prohibiting the State, a unit of local government, a county sheriff, or an agency, an officer, an employee, or an agent of the State or a unit of local government from adopting or having in effect a certain sanctuary policy; and repealing certain provisions of law that are inconsistent with the Act.

Prohibiting a certain controller from selling the personal data of a consumer to a purchaser who seeks to use the data for immigration enforcement; requiring a custodian of a public record to take reasonable steps to determine whether a public record is accessed for enforcing immigration law; requiring an entity that operates a certain message switching system to take certain actions regarding system access; requiring certain procedures of certain governmental entities to account for data containing sensitive attributes; etc.

Requiring an employee or agent of a State or local correctional facility, if requested by federal immigration authorities, to provide notice of the release of an individual at least 48 hours prior to the release and to transfer the individual to federal immigration authorities.

Stating that the General Assembly joins seven other state legislative bodies and over 75 counties and municipalities in passing a Back from the Brink resolution on reducing the possibility of the use of nuclear weapons; urging members of the State's Congressional Delegation to cosponsor a certain federal resolution related to the use of nuclear weapons; and urging the U.S. President and the U.S. Senate to endorse the Treaty on the Prohibition of Nuclear Weapons.

Requiring the Secretary of State Police to approve a certain training course and offer a certain exam for certain individuals licensed as, applying to be licensed as, or employed by a State-regulated firearms dealer; requiring certain individuals to complete training and satisfactorily pass a certain exam described in the Act; requiring the Secretary to disapprove an application for a dealer's license under certain circumstances; etc.

Requiring an applicant for certain for-hire driver's licenses and transportation network operator's licenses to submit to the Public Service Commission documentation verifying that the applicant completed a certain human trafficking awareness training program; and prohibiting licensed taxicab drivers, for-hire drivers, or transportation network operators from being held civilly or criminally liable for reporting or responding to in good faith a suspected incident of human trafficking.

Requiring the Maryland Police Training and Standards Commission to prohibit police officers from affiliating with, supporting, or advocating for White supremacist groups, ideologies, or causes or participating in or actively promoting a certain extremist group.

Requiring that a handgun permit bear a certain endorsement showing that the permit holder has enhanced privileges to wear, carry, or transport a handgun in any location where a law enforcement official is authorized to wear, carry, or transport a handgun, notwithstanding any law or ordinance that prohibits the wearing, carrying, or transporting of a handgun at a place.

Repealing the authority for the issuance and execution of a no-knock search warrant; establishing that a warrant may not authorize an officer to enter a building, apartment, premises, or place without first announcing the officer's purpose and authority; specifying that a warrant may be executed only between 8:00 a.m. and 7:00 p.m.; and requiring an officer executing a search warrant, before entering certain areas to be searched, to give reasonable notice to alert any occupants of the officer's authority and purpose.

Prohibiting State law enforcement agencies from hiring individuals who were hired as sworn officers by United States Immigration and Customs Enforcement after January 20, 2025.

Requiring an applicant for certain for-hire driver's licenses and transportation network operator's licenses to submit to the Public Service Commission documentation verifying that the applicant completed a certain human trafficking awareness training program; and prohibiting licensed taxicab drivers, for-hire drivers, or transportation network operators from being held civilly or criminally liable for reporting or responding to in good faith a suspected incident of human trafficking.

Requiring the State Fire Prevention Commission to adopt regulations that incorporate by reference sections 30.7.5 and 31.7.5 of the National Fire Prevention Association (NFPA) Life Safety Code (2024 Edition) and authorize the placement of trash and recycling in corridors and exits in accordance with the NFPA Life Safety Code.

Requiring the Maryland Department of Health to prepare certain literature relating to firearms and ammunition and to distribute the literature to all county health departments in the State; requiring each county health department to distribute certain literature to all establishments that sell firearms or ammunition within the county; requiring establishments that sell firearms or ammunition in the State to make certain literature visible and available and to distribute the literature to purchasers of firearms and ammunition; etc.

Requiring the Maryland Department of Labor to adopt, by October 1, 2028, and as part of the Maryland Building Performance Standards, energy conservation requirements for the new construction of buildings that are subject to the Building Energy Performance Standards adopted by the Maryland Department of the Environment.

Limiting the circumstances under which an incarcerated minor may be involuntarily placed in restrictive housing; establishing that a minor may not be placed in restrictive housing solely for the purposes of discipline, punishment, administrative convenience, retaliation, or staff shortages; authorizing the Department of Juvenile Services to place a minor in restrictive housing at the minor's request; and specifying certain protocols for minors placed in restrictive housing.

Authorizing the Governor, unless the transfer would result in an Account balance below 5% of the General Fund revenues for the fiscal year and subject to the approval of the Board of Public Works, to transfer funds from the Revenue Stabilization Account to the State Disaster Recovery Fund.

Establishing the Maryland Chapter of the National Public Safety Alliance for Individuals with Disabilities in the Department of State Police; requiring the Department, in conjunction with the Department of Disabilities, to establish guidelines for the use of a certain interface and protocols and policy; establishing the National Public Safety Alliance for Individuals with Disabilities Commission; requiring the Commission to study and make recommendations regarding the establishment of a secure interface; etc.

Requiring certain short-term rental units to post certain evacuation diagrams and certain emergency telephone numbers in the unit and to provide certain fire extinguishers and smoke alarms in the unit; requiring a certain short-term rental host to replace a smoke alarm under certain circumstances; requiring certain booking services to notify certain short-term rental hosts about certain fire safety requirements; etc.

Requiring the State Fire Prevention Commission to adopt regulations that incorporate by reference sections 30.7.5 and 31.7.5 of the National Fire Prevention Association (NFPA) Life Safety Code (2024 Edition) and authorize the placement of trash and recycling in corridors and exits in accordance with the NFPA Life Safety Code.

Requiring the Independent Investigations Division of the Office of the Attorney General to investigate the death of a person that occurs in connection with an interaction with federal law enforcement or federal immigration enforcement; requiring the Division to submit a certain report to the Governor and the General Assembly after conducting the investigation; and requiring the Attorney General to prosecute a certain case under certain circumstances.

Establishing certain use of force standards applicable to certain National Guard members acting in the State; and prohibiting a National Guard member from violating the use of force standards, resulting in serious physical injury or death to a person.

Prohibiting the Maryland Department of Health from issuing or renewing a certificate or accepting alternative accreditation for a youth camp if any structures that are or will be used to house a camper are located in a flood hazard area.

Establishing the Commission to Review and Assess Racial Disparities in the State Criminal Justice System to study and make recommendations on certain matters involving the disparate treatment of African Americans, Hispanics, and other non-White individuals in the State's criminal justice system and other criminal justice issues in the State; and requiring the Commission to submit a final report of its findings and recommendations on or before September 1, 2028.

Authorizing the chief of a law enforcement agency serving a municipality to suspend a police officer without pay during the pendency of a certain appeal; and providing that a police officer who was suspended without pay in accordance with the Act is entitled to receive certain back pay if the officer prevails on appeal.

Requiring the Maryland Police Training and Standards Commission to require entrance-level and in-service police training to include certain training regarding individuals with dementia and autism.

Requiring the State Health Services Cost Review Commission to develop and publish a model policy, by October 1, 2026, describing how hospitals are required to respond to an immigration enforcement action at the hospitals; and requiring certain hospitals in the State to develop a policy describing how each hospital will respond to an immigration enforcement action at the hospital by January 1, 2027, or 3 months after the Commission publishes a model policy.

Requiring the Department of Public Safety and Correctional Services, in collaboration with an institution of higher education in the State, to prepare a report on correctional industry programs in certain states and recommend ways to improve Maryland Correctional Enterprises to achieve successful reentry outcomes; and requiring the Department to report its findings and recommendations to the Governor and the General Assembly on or before December 1, 2027.

Prohibiting public school security personnel from engaging in certain federal immigration investigation and enforcement functions; and prohibiting public school security personnel from producing or sharing certain student or employee information for purposes of federal immigration investigation and enforcement, except under certain circumstances.
