Authorizing supervisory employees of the Baltimore County Public Library to form, join, and participate in an employee organization and engage in certain other activities related to collective bargaining; authorizing certain bargaining units for the employees of the Baltimore County Public Library; and altering certain provisions to provide that an employee may be deemed a certain management employee, rather than a supervisory employee, under certain circumstances.

Authorizing the County Council of Baltimore County, beginning in 2027, to enact a local law granting the Baltimore County Office of the Inspector General the same authority over Baltimore County Public Schools that the Inspector General has over a department of county government.

Altering the membership of the Baltimore County School Board Nominating Commission, from 19 to 21 members, to include one representative of the Greater Baltimore County Chamber of Commerce, one representative from the American Federation of State, County and Municipal Employees Local 3, Council 434, and one representative of the Citizens Advisory Council for Gifted and Talented Education.

Requiring certain members of the Baltimore County Board of Education to be elected from certain districts in certain elections; and requiring the chair of the Baltimore County delegation to the General Assembly to introduce legislation to reapportion certain school board districts in a certain manner after each decennial census of the United States.

Allowing employers who provide certain parental engagement leave to certain qualified employees during the taxable year a credit against the State income tax; requiring the State Department of Education, in consultation with the Comptroller, to develop and make available a certain certification form; establishing that the credit equals the qualified employee's hourly wage rate times the number of parental leave hours used by the employee during the taxable year, up to $800; making the credit refundable under certain circumstances; etc.

Increasing the compensation of the president, the vice president, and other members of the Anne Arundel County Board of Education to be $25,000, $24,000, and $23,000, respectively; and increasing the scholarship award to $23,000 for a student member of the board who completes a full term on the board for a term that begins on or after July 1, 2029.

Requiring the Prince George's County Board of Education to provide, at no charge, drink spiking detection products and drug detection strips to public high school students in the county through school-based health clinics or school libraries beginning in the 2026-2027 school year; and requiring each public high school in the county to submit a certain report to Maryland's Office of Overdose Response on or before October 1 each year.

Establishing the Prince George's County Teen Pregnancy Support Program to provide certain students attending a public high school in Prince George's County with certain assistance relating to child care and parenting; requiring the Circuit Court for Prince George's County to collect a $100 fee in certain cases pertaining to child support; and requiring the revenue generated from the fee to be remitted to the Prince George's County Board of Education and used to support the Prince George's County Teen Pregnancy Support Program.

Requiring an election of members of the Calvert County, Cecil County, Garrett County, Montgomery County, Queen Anne's County, and St. Mary's County boards of education who represent a specific district to be decided by a plurality of the votes cast within that district.

Requiring the Prince George's County Board of Education and the Board of Community College Trustees for Prince George's County to accept as a registered vendor any person that is registered as a vendor with Prince George's County; and authorizing the Prince George's County Board of Education and the Board of Community College Trustees for Prince George's County to enter into a certain memorandum of understanding with Prince George's County.

Altering the compensation of an elected member and the president of the Montgomery County Board of Education to be based on the compensation of certain members of the General Assembly other than the President of the Senate and the Speaker of the House that is in effect at the beginning of the elected member's term.

Requiring, beginning in 2032, the election of a member of the Cecil County Council to represent a specific residency district to be decided by a plurality of the votes cast within that district; and requiring the election of a member of the Cecil County Board of Education from a county council residency district to be decided by a plurality of the votes cast within that district.

Requiring the Baltimore City Board of School Commissioners to develop curriculum resources and develop and incorporate instruction on the consequences of a conviction for felony murder for middle school students in Baltimore City public schools.

Repealing provisions of law related to the Baltimore City Public School Board Community Panel; and altering the process for appointments to the Baltimore City Board of School Commissioners to require that appointed members and members appointed to fill a vacancy of an appointed or elected member are subject to confirmation by the Senate of Maryland.

Requiring the Charles County Board of Education to provide at least 10 years' notice and hold a certain public hearing before taking any action that results in a certain displacement of a person that has been providing student bus transportation services in Charles County; and requiring the Board of Education to provide written notice by registered mail at least 2 years before the displacement of a person that has been providing student bus transportation services.

Authorizing the governing body of Charles County to enact a local law granting an inspector general established by the county certain authority over Charles County Public Schools.

Requiring the Montgomery County public school system to identify and publish certain data on food procured from certified local farms and certified Chesapeake invasive species providers during the 2026-2027 school year; requiring the Montgomery County public school system to set certain targets for the 2028-2029, 2030-2031, 2031-2032, 2033-2034, and 2036-2037 school years; requiring the Montgomery County public school system, in coordination with the Office of Food Systems Resilience and public input, to establish a certain plan; etc.

Authorizing the Talbot County Board of Education to operate schools within the county using a school scheduling model that eliminates early dismissal days to allow for less than 180 school days if the minimal hours of attendance are met; and requiring a school operating under a certain scheduling model to provide certain employees an opportunity to make up lost wages.

Requiring the Prince George's County Board of Education and County Superintendent, beginning in the 2027-2028 school year, to include certain funds in their annual budget to certain individuals hired as one-to-one student aides; requiring the County Superintendent, or the County Superintendent's designee, to provide certain quarterly updates to the county board and the State Department of Education; etc.

Authorizing the Talbot County Board of Education to operate all the schools within the county using a scheduling model that eliminates early dismissal days to allow for less than 180 school days if the minimal hours of attendance are met; and requiring a school operating under a certain scheduling model to provide certain employees an opportunity to make up lost wages.

Requiring the State Department of Education to develop an implementation and financing plan to expand access to high-quality early childhood education and child care in Prince George's County for children from birth through 3 years; requiring the Department to consult with certain entities; and requiring the plan to include certain analyses.

Increasing the annual compensation of the president and voting members of the Caroline County Board of Education from $4,000 and $3,500 to $6,000 and $5,500, respectively.

Altering the salaries of the County Commissioners of Calvert County, the president and members of the Calvert County Board of Education, and the County Treasurer of Calvert County; altering the benefits of the County Commissioners of Calvert County; repealing a certain provision about the salary of State's Attorneys; and altering certain retirement benefits for the County Treasurer of Calvert County.
