Requiring a county board of education each year to prepare and post to the county's website a report that identifies pathways that public school students who are ineligible for transportation services may use to travel to school using only safe alternative routes under certain circumstances; requiring the governing body of a county each year to review a certain report and construct any sidewalks and crosswalks necessary to create safe alternative routes for public school students under certain circumstances; etc.

Requiring the Maryland Port Administration to provide written notice to the Anne Arundel County Delegation to the General Assembly at least 2 weeks prior to the announcement of a public hearing on the acquisition of land or improvements on land in Anne Arundel County; etc.

Requiring each county to adopt a charter by December 31, 2032, using a certain procedure; altering the method by which a county shall adopt a charter under certain circumstances; requiring the charter to provide for the election of members of the county council by the voters of councilmanic districts; limiting the applicability of certain constitutional provisions governing code home rule counties; and requiring the amendment proposed by the Act be submitted to the qualified voters of the State for approval or rejection.

Establishing collective bargaining rights for public local employees; applying the Maryland Public Employee Relations Act to county and municipal government employers and their employees; providing that a public employee may be deemed a certain management employee for purposes of establishing collective bargaining rights; establishing impasse procedures for collective bargaining between certain public local employers and their employees that include binding arbitration; etc.

Requiring counties in which a volunteer fire company is located to offer no-cost preventive cancer screenings in accordance with certain guidelines to volunteer firefighters volunteering with the volunteer fire company; authorizing a county to satisfy the requirement by providing a certain annual examination or applying for a certain grant; requiring the volunteer fire companies to maintain and provide to the counties in which the companies are located a certain list of volunteer firefighters; etc.

Authorizing a county to credit certain solar energy generating stations constructed on certain parcels toward the acreage limitation for solar energy generating systems constructed in priority preservation areas.

Establishing collective bargaining rights for public local employees; applying the Maryland Public Employee Relations Act to county and municipal government employers and their employees; providing that a public employee may be deemed a certain management employee for purposes of establishing collective bargaining rights; establishing impasse procedures for collective bargaining between certain public local employers and their employees that include binding arbitration; etc.

Authorizing a county to designate areas adjacent to a farmers market as a street food vending zone; and requiring vendors selling certain food in a street food vending zone to meet certain requirements.
