Providing that certain authorization for the holders of certain licenses to sell alcoholic beverages for off-premises consumption in a certain manner applies only if the Board of License Commissioners for Baltimore County has adopted certain regulations; authorizing the holders of certain licenses in Baltimore County that authorize the sale of alcoholic beverages at a restaurant or bar to sell certain alcoholic beverages for off-premises consumption under certain circumstances; etc.

Reestablishing a related event promoter's permit in Baltimore City; authorizing the Board of License Commissioners for Baltimore City to issue a related event promoter's permit to certain applicants under certain circumstances; and requiring a holder of a State caterer's license to obtain a certain Class C per diem license from the Board before the holder may act as a participating license holder at a related event.

Altering membership criteria for a Class C (veterans' organization) alcoholic beverages license in Anne Arundel County by including certain members of the National Oceanic and Atmospheric Administration and the Public Health Service and repealing a requirement that members of the veterans' organization served in a war; etc.

Increasing the minimum and maximum salary amounts for the chief inspector employed by the Board of License Commissioners for Anne Arundel County.

Extending until the end of July 1, 2029, the expiration of a racetrack alcoholic beverages license issued for the 5200 block of Park Heights Avenue in Baltimore City for the purpose of completing renovations at the same location.

Removing the limit on the number of Class B beer, wine, and liquor licenses that the Board of License Commissioners for Prince George's County may issue.

Establishing an exception in Prince George's County to the prohibition against issuing alcoholic beverages licenses for use in conjunction with or on the premises of supermarkets; authorizing the Board of License Commissioners for Prince George's County to issue a Class A beer or Class A beer and wine license for use in conjunction with or on the premises of certain retail grocery establishments located inside the Capital Beltway in the county; etc.

Prohibiting the Board of License Commissioners for Prince George's County from approving the transfer or sale of a Class A beer, wine, and liquor license; requiring a Class A license holder to return the license to the Board if the license expires or the license holder no longer wishes to hold the license; and prohibiting the Board from reissuing a Class A beer, wine, and liquor license.

Adding Class B (on-sale) beer and wine and Class B (on-sale) beer, wine, and liquor licenses to the list of alcoholic beverages licenses for which the prohibition against issuing multiple licenses for the same person or premises in Prince George's County does not apply.

Establishing a Class B-SEC (small event center) beer, wine, and liquor license in Prince George's County; authorizing the Board of License Commissioners for Prince George's County to issue the license for use in certain small event centers in the county; defining "small event center" as a venue that operates on a per-event basis or on a limited schedule without standard daily hours of operation; limiting the number of Class B-SEC licenses that the Board may issue per license year and per State legislative district; etc.

Establishing, in Howard County, a gift basket permit that authorizes a permit holder to sell and deliver gift baskets containing beer, wine, or liquor to certain individuals under certain circumstances; providing that certain distance requirements do not apply to the issuance of the permit; and providing a gift basket permit fee of $100.

Repealing the requirement that a certain individual be a registered voter to apply for or sign an application on behalf of certain entities for certain alcoholic beverages licenses in Prince George's County.

Increasing certain application, license, permit, and license transfer fees related to alcoholic beverages in Prince George's County.

Altering the quota on the number of alcoholic beverages licenses that the Board of License Commissioners for Cecil County may issue to apply only to Class A licenses based on a certain ratio.

Increasing the annual salaries and providing for cost-of-living salary increases for the chair, certain part-time inspectors, and other members of the Board of License Commissioners for Anne Arundel County.

Establishing an exemption to the population ratio quota for certain Class A (off-sale) and Class D (off-sale) licenses in Anne Arundel County for an application filed on or after January 1, 2023, and approved by the Board of License Commissioners before July 1, 2025.

Increasing from three to five the number of members on the Board of License Commissioners for Worcester County.

Altering the hours during which a holder of a Class B beer, wine, and liquor (golf course) license in Wicomico County may sell alcoholic beverages so as to begin sales at 7 a.m. rather than 10 a.m. Monday through Sunday.

Establishing a manufacturer's limited beer, wine, and liquor permit in Baltimore County; authorizing the Board of License Commissioners for Baltimore County to issue the permit to the holder of a specific manufacturer's license; and requiring the Board to adopt certain regulations; etc.

Authorizing a holder of a barbershop and beauty salon license in Anne Arundel County to provide 1.7 ounces of liquor for on-premises consumption in addition to beer and wine.

Establishing a temporary to-go event permit in Worcester County; authorizing the Board of License Commissioners for Worcester County to issue a temporary to-go event permit to a holder of a Class B beer, wine, and liquor license under certain circumstances; establishing a Class C per diem municipal to-go beer, wine, and liquor license in the county; authorizing the Board to issue a Class C per diem municipal to-go beer, wine, and liquor license to a municipality in the county; requiring the Board to adopt certain regulations; etc.

Altering the quota on the number of alcoholic beverages licenses that the Board of License Commissioners for Cecil County may issue to apply only to Class A licenses based on a certain ratio.

Establishing a related event promoter's permit in Baltimore City for the Kappa Alpha Psi 2027 Conclave; authorizing the Board of License Commissioners for Baltimore City to issue a related event promoter's permit to certain applicants under certain circumstances; and requiring a holder of a State caterer's license to obtain a certain Class C per diem license from the Board before the holder may act as a participating license holder at a related event.

Establishing a temporary to-go event permit in Worcester County; authorizing the Board of License Commissioners for Worcester County to issue a temporary to-go event permit to a holder of a Class B beer, wine, and liquor license under certain circumstances; establishing a Class C per diem municipal to-go beer, wine, and liquor license in the county; authorizing the Board to issue a Class C per diem municipal to-go beer, wine, and liquor license to a municipality in the county; requiring the Board to adopt certain regulations; etc.

Establishing in Carroll County a Class 1 distillery on-premises consumption permit; authorizing the Board of License Commissioners for Carroll County to issue the permit to a holder of a Class 1 distillery license; and authorizing the holder of a permit to sell food, nonalcoholic beverages, and alcoholic beverages for on-premises consumption.
